New Kensington, Pa. – New Kensington Police and EMS responded to another E-Bike incident/crash about 4:30 pm Monday afternoon near the New Kensington Post Office.

When AKVMEDIA.COM arrived on scene, two younger males were sitting on the sidewalk as EMS prepared to do a medical evaluation as a result of the crash. In the roadway was a black SUV and the driver of that vehicle was speaking to police.

Both youths were evaluated, but neither individual was transported from the scene. The SUV sustained minor damage to the left front headlight area. The individuals were riding double on the E-Bike.

This is the 4th such crash involving an E-bike over the past several months. One incident occurred at the intersection of Freeport Road and Drey Steet that resulted in a middle-aged man suffering serious injuries. A second incident occurred along McCandless Street and a third at the intersection of 7th Street and Industrial Boulevard.

The City of Arnold recently passed an ordinance to help regulate electric scooters and bikes addressing motorists concerns of near collisions by e-bikes and young riders.

Pennsylvania state law vehicle code requires riders to adhere to standard traffic rules and regulations, the yielding to pedestrians on sidewalks, and to use audible signals when passing motorists on the roadways.

Pennsylvania state law defines a legal electric bicycle as a “pedalcycle with electric assist” under Pennsylvania Vehicle Code 75 Pa. C.S. § 102, requiring a maximum motor of 750W, a top motor-powered speed of 20 mph, working pedals, and a weight under 100 pounds

Rider Requirements & Rules

  • Minimum Age: Riders must be at least 16 years old to operate an e-bike on public roads and highways.
  • Helmets: Mandatory for operators and passengers under 12 years old. For ages 16 and older, helmets are optional under state law.
  • Paperwork: No driver’s license, vehicle registration, title, or insurance is required for compliant pedalcycles with electric assist.
